My ipad gets stuck in the middle of updating icloud library following the IOS 8.3 update

In settings, it says the software update is complete.
But I turned on the icloud library.
It updated fine on my phone and my ipod Touch.
But my ipad gets stuck in the middle of uploading and downloading a bunch of pics and videos.
I turned off the icloud library thing.
Turned off the ipad.
Turned it back on, started the process all over again.
It still gets stuck, it won't tell me why.

Will REALLY need to do a full reset??? :crying:

Some of this iCloud syncing is just simply traffic demand to the servers... things should calm down in a day or two.

OMG... YOU WERE RIGHT!!!

This morning my ipad is perfect, everything downloaded/uploaded, CC for Apple Pay all set, and my battery life is back to normal, woohoo!!!
*cartwheels around the house*
