Does anyone know how to download free music with album arts? On the computer and transfer it over to the phone.

If you don't directly download via the iTunes Store app on your device, you use iTunes on computer.

Find the music you want. Download it. Import to iTunes. Done.

Not so sure about downloading, but if you are burning your own CD you burn it via iTunes. I have iTunes Match and sometimes depending no how the CD is created (i.e.. promo or soundtracks) iTunes might not match it.
Select the album once converted and click "Get Album Artwork". If that doesn't work then just google your album or song, download the artwork and add it yourself.
