What does it address? I'm skipping 8.1.2 on my iPhone 5 because it addresses nothing that effects me.

Not surprising. This is probably to fix some more bugs before 8.2 and the apple watch arrive.

If the on and off Control Center only swiping up sometimes in the lock screen is fixed, it'll be well worth the update.
