How do you re-arrange the icons along the bottom of the screen in the Music app?

In the 'Music' app on my iPad mini (iOS 8.1.1), the default mode when I launch the app is to bring up iTunes Radio, which I never use.

Does anyone know how to stop that from happening?

Also, how does one re-arrange the icons along the bottom of the screen?
In the iOS user guide, it says to tap "More - if it appears"... What is that supposed to mean?!?

In my experience, the Music app remembers the last section you were using.

To re-arrange the icons at the bottom of the screen for the native Music app, do the following:

1. Tap on "More"
2. Tap on "Edit" in the upper right corner.
3. Tap on one of the icons at the bottom, and then drag it to the position you want (left or right).

It does not. I'm seeing the same thing as the OP on my iPad 2. This persists with iOS 8.1.1.
To re-arrange the icons at the bottom of the screen for the native Music app, do the following:

1. Tap on "More"
There is no such option on my iPad. I checked in both landscape and portrait modes.
