Audio Messaging one WiFi only?

Subject should be "on" not "one"

I have noticed that my audio messages don't record unless I'm on wifi. I've searched and searched and can not find anything that suggests that this a feature. Am I missing a setting? Did I miss it in the press release? I have a 5c with IOS 8.0.0
