Continuity WORKING on iPhone 4S

So I have read in numerous places that continuity is not available on the iPhone 4S; however, this afternoon my phone was ringing across the room and all of the sudden my iPad started ringing. I answered the call on my iPad and had a conversation just as I would have through my phone. This was not a FaceTime call, it was a standard cellular phone call?.is Continuity really dead on the 4S?

From what I read, this feature should not work through my phone but it clearly does?any thoughts?

The calling works through FaceTime. The feature that Apple has turned off temporarily is the forwarding of regular text messages to your ipad/mac
