Bluetooth connection to mac and hot spot

i don't see hotspot under cellular? is it their for anyone else? also anyone having problems connecting bluetooth to mac? when i try to connect it says to turn on bluetooth or bring device closer. anyone else having this problem? any fixes i want to try sms on mac

Hotspot is there for me but I am also having trouble with Bluetooth. Sometimes it connects fine but disconnects right away and other times it says the same as you.
