Update Badge Stays after upgrading to 7,1.1

I just upgraded both my iPhone 5s and iPad 4 to ios 7.1.1. On my iPad only, after upgrading, the badge on my settings icon remains despite a number of hard resets. Anyone got a possible fix aside from using iTunes to restore the device?

1. Try Holding the buttons longer on a hard reset.
2. Reset All Settings
