    Is there problem when I want to download the the beta of ios 7.1 from official website??? I am not developer!!!

    There is no problem. Working as designed. If your device is not registered in the developer program with Apple, you can't install the betas as was possible with iOS7 betas because Apple fixed the 'back door'.
