It seems to me that the apps you downloaded from Cydia hadn't been updated in a while and they disabled your Siri capabilities. I've been in the same boat and the only solution is to restore your iPhone, since you said you already deleted the apps and you're still having an issue. To keep your pics and contacts after restoring, you need to make sure they're saved to iCloud then they'll download once you log into your restored iPhone with your Apple ID. As far as keeping your jailbreak, you won't be able to. You'll have to re-jailbreak your phone.
Even though jailbreaking is a great option for customization, please remember we do it at our own risk. Sometimes things work the way they're intended and sometimes things get broken beyond repair. Just be mindful of the risk each time you jailbreak or download a jailbroken app. I always make sure I have money in the bank so if need be, I can just go out and buy a new phone.
