Facetime for ipad3

Hi
I did follow all of the suggested steps in order to make use of my facetime after downloading iOs7 but still, it just keeps on "connecting" only?
Any suggestions aside from the procedures/steps given?

Please note that the problem may not lie on your end. Apparently you have successfully logged into FaceTime and are able to select a recipient to contact, and only after the recipient has attempted to answer the call is when you are prompted with "Connecting". Is it happening on both Wi-Fi and 3G/LTE?
