I have tried to set up a personal wallpaper and the move and scale doesn't seem to want to work. If anyone can point me In The right direction then I will be very grateful.

Turn off the parallax effect. (Settings > General > Accessibility > Reduce Motion > [ON] )
Set your wallpaper the way your want it.
Turn the parallax effect back on (Settings > General > Accessibility > Reduce Motion > [OFF] )
