Return to cydia and retry what you were doing later... like in a few hours.

All I did was open Cydia and then that popped up

And there was an error when it went to refresh repos. Click to return to cydia... then go about your business... and after a while, go back to cydia again.

You may need to get rid of some Repos, do you have a lot installed? Try deleting then re-adding some. You should keep BigBoss, Cydia/Telesphoreo, Dev Team, ModMyi and ZodTTD/MacCiti.
