Is there a tweak to auto connect to StarBucks wifi? Currently, we have to check the box "accept terms and conditions" and then click "Connect".

Correct it's open WiFi but you still every time have to accept terms and conditions. More along the lines not from a Device stand point but the local connect in the store that requires it.
The Hotspot in StarBucks does not remember Mac addresses so each device is always different. That is why they want you to accept terms.
Other places with OPEN WiFi will auto connect if they do not have additional log in requirements
