Problems downloading apps

I currently have the iphone 4S, my facebook was not accessing my photos/videos. A friend of mine told me to delete the facebook app and reinstall it, however it will not allow me to reinstall the app. When asked for password, I enter it but it then directs me to enter 3 security questions, i choose questions and answers then it tells me my session has timed out. If I choose not to do the security questions it still does not allow me to download any new apps. I have also tried this without and with being connected to WIFI and have a strong signal. I tried shutting down and rebooting my phone which also did not work. Has anyone else had this problem or know a solution to my problem? Thanks for any feedback/help.
