Can this 3gs with no baseband be saved?

This 3GS has a mfg date in 2012 (872098 are the first 6 #'s) I don't know it's history and got it out of recovery mode. It shows 5.1.1, but there is NO BASEBAND shown in the settings. WiFi is not available. I've tried restoring with custom firmware (5.1.1) with the SHSH blobs recovered from Cydia and stitched in with Redsnow. Now its allowing me to set it up as a new phone but when the country is selected, it displays the "Connect to iTunes". Also the phone reboots every 5 or so minutes.

Help!

Research I have done is saying dead radio chipset. So it does not sound good.
