Outside of iMovie, it feels like no updates have required an update from iOS 5.0 to 5.1.
Are iOS developers writing version compliant code that conditionally uses 5.1 features or have developers not found 5.1 content to be interesting enough to force an update?

You're right, 5.1 isn't a big update with new features. It's mostly under the hood. There are no major API changes that would warrant a game that requires 5.1. Maybe 5.2.

I think that the only reason it was called 5.1 and not 5.0.2, was because of the release of the iPad 3rd Generation.

It was just back end changes and updates. There weren't really and API updates or changes to the SDK. It just made things more stable and added some visual changes.
