Any way to force lock screen notifications to remain as unread?

Is there any way to force the unread notifications in notification center to be seen on the lock screen every time you lock the phone? I think a lot of people are in this boat; I want all my unread notifications to be displayed every time I lock the phone.

Definitely not with a stock setup. Lock screen is only for "new" notifications--which Apple defines as notifications that have arrived while the phone is locked. For all others, you have to unlock and view your Notification Center.
