Advice on unlock needed

Hi everyone, My iPhone 4 is currently locked to Orange UK. When I travel abroad I would like to use a different carriers sim. I asked about unlock at my local store and they had 2 options, the first was ?10 and would relock if I ever unjailbroke my handset. The second was ?65 and would be permanent as in carrier / factory unlocked. So my question is, if this independent store can do this can I ? Does anyone know what methods these people use? Do they contact my carrier? I've only had the phone for a month so my carrier won't unlock it for me
