My brother in law has a VZW iPhone 4 jailbroken using greenpoison running 4.2.6

He needs to restore and then jailbreak again due to issues with some apps.

How can he restore it to 4.2.6 so he can jail break it again.

Unless he saved his 4.2.6 SHSH he will not be able to. In order to restore a firmware that is no longer being signed like 4.2.6 you need to have the SHSH key for that firmware saved for your device in order to restore that specific firmware.

If he doesn't have his SHSH saved he will have to restore to 4.2.7 which at this point only has a tethered jailbreak which you can find a tutorial for here:

If he has his SHSH saved for 4.2.6 he will need to load Tiny Umbrella and start the Tiny TSS server and then shift+restore a 4.2.6 firmware in iTunes.
