Macrumors says the double tap customization is gone. Is that the same for a jailbroken device? (on ios4)

The double-tap home button functionality was replaced with last summers iOS 4 release so it could be used for opening the Multitasking tray. You can still customize it with Activator via Cydia though.

Double tap used to bring up the iPod controls in iOS3. Now in iOS 4, it is used to bring up the multitasking switcher.

On older iPods such as the 2G and 3G, the double tap does nothing as they are not supposed to support multitasking. But using a jailbreak tweak, you can enable these extra features.

And as Macharborguy said, you can also use the Activator tweak found in Cydia to customize the home button taps in many various ways.

Finally got the pop up for music to come in from the home and lock screens. Only thing is that from the lock screen, it doesn't offer to open the music application (red button on the right).
