Cydia Issues

I'm into JB my iPhone 3GS for about 3 months & I've encounters these 2 issues when I open Cydia.

Downloading Packages - Stays in this mode forever.

Error Prepare Archives - "...unable to locate file for... This might mean you need to manually fix this package."

Solution?

Can I uninstall Cydia and reinstall it w/o problems?

It's just because with the release of the Spirit jb, everyone who upgraded to 3.1.3 is now on cydia and it's overwhelming their servers. It's only temp for now should go back to normal soon
