Problem with Cydia and WInterboard

Can someone please help. My first problem is winterboard. WHen i change to a theme such as ielegance the icons change fine. When i switch to any other theme the clock never changes. I cannot figure out why, and have tried switching the clock manually a few times. It seems to be a live clock although live clock is not installed. My 2nd issue is cydia. It opens up lets me search, and thats it, anything that i try to install comes up in errors, i have tried reinstalling cydia but the same thing happens. If necessary, can someone tell me how to go back to 3.1.2 and then i will re-jailbreak from there.

I am running 3.1.2 on an iphone 3gs
