    I really enjoy Circuitous. I was using backgrounder before and liked it, but Circuitous is way better IMO.

    From what I can tell, there isn't a setting for this.

    Yes there is. It's called "InfiniDock". It doesn't pop up though, it just allows your dock to become scrollable - infinitely.

    Be wary of using Circuitous instead of Backgrounder - some apps rely on Backgrounder and may not work properly, with the possibility of breaking your phone to the point where a restore will be required to get it back

    Programs like ProSwitcher for Multitasking require Backgrounder, and don't like sharing the playground with Circuitous

    you have to use Backgrounder with circuitous. To my knowledge all the multitask apps use Backgrounder. The apps themselves like Circuitous just manage them for you.

    Yes, but to be honest, I can't wait fr 4.0 GM to be released because although I DO still intend to jailbreak, I really want  Apple's multitasking. I have a feeling it will handle battery life better. And they SAY it will use less RAM, so I'm hopeful.
