    I recently bought an iphone 3gs with 3.1.3...this phone has never been jailbroken or unlocked. Do I need to jailbreak phone to unlock phone. Thanks

    yep. you can't have a an unlock without a jailbreak. unfortunately, there is no unlock for 3.1.3 at the present time...
