Jailbreaking/Unlocking w/ Iphone software 3.1.2?

Can you unlock/jailbreak with the most recent Iphone software 3.1.2 update?

If so, will I be able to do it on Windows 7 64-bit?

It depends on what version of the iPhone you have:
2g - yes to both
3g - yes jailbreak maybe unlock if you can downgrade the baseband
3gs ( old bootrom ) - yes jailbreak no unlock
3gs ( new bootrom ) - tethered jailbreak no unlock
