Delete stock apps?

Is their no way to delete stock apps yet? I thought 9.3 would let us delete

The ability to delete stock apps has been talked about, even by Tim Cook, but there hasn't been any timeline set for when that will take place. Perhaps with iOS 10.

I thought I read a interview where Tim Cook mentioned in a interview giving the customer the control of the stock apps I will try and find the article

He did state that in an interview but didn't say anything about when that would be. It could be in a dozen years for all we know.
