Why can't I start family account without credit card?

So I have tried to set up my family account with my wife and kids but but when I do it wont let my kids be on there as kids without credit card. I have my debit card on there and I think that should be enough but it's not. Any way around this or do I have to just not use it. Please help me.

I'd be interested in an answer too. I've got my wife's account shared with mine but I can't add a separate account for my kids so they have to use mine on their iPad.
