Background app refresh

A little confused about background app refresh and what type of apps need it enabled to function properly.

I'm assuming chat apps like Whatsapp and Hangouts need it on?

How about navigation apps like Google Maps and Waze?

With Background App Refresh, suspended apps can check for updates and new content.

Having said that, numerous apps that I currently have installed on my iPhone request background app refresh, but I've yet to come across one that 'requires' it. In fact, the only apps that I allow to use BAR are weather apps.

The only apps that I allow to use BAR are Apple apps. No downloaded app has access to do things in the background.
