Ok, so I upgraded both my iPad & my iPhone to ios9. On the iPad I upgraded the notes app.
I have over 200 notes in my iCloud. But now I can't search for using the title of the note or a word within. I mean I'm looking at the most recent note which starts with "seniority". When I search for "sen" nothing comes up.
Is there something that will fix this?
I can still search normally on my iPhone which I did not choose to upgrade notes.

Upgrading to iOS 9 automatically upgrades the Notes app, so I'm not sure how you chose to not upgrade Notes on your iPhone if you also upgraded to iOS 9.

Search within the Notes app works for me on iOS 9. I also have hundreds, and search results return both titles and content within notes. Swipe down from the notes list to reveal search.
