Why would I lose internet but not WiFi?

On the latest iOS 9 Public Beta, I occasionally lose internet connectivity, but my WiFi continues working.

For example, while I can't get emails, browse with Safari or refresh Twitter, I can still use AirPrint.

I have WiFi Assist turned on, yet it doesn't switch to Cellular when this happens.

Toggling the WiFi Off/On usually fixes it, but it fails at least once a day, both at home and work.

This was happening to me before on an 8.x version. I "fixed" it by using an older router at home, and it was fine until I thought I'd try iOS 9. Now the problem is back both at Home and Work.

Just curious if anyone has a guess as to why I'd lose internet connectivity while keeping a WiFi connection? It's as if both my home and work routers (totally different brands) decide to firewall the iPhone for some reason. Does the iPhone do something differently on WiFi networks versus Androids?
