iOS 8.4 update problems

When my device isn't connected to internet it works just fine. But, when I try to connect to the internet, it goes to the apple screen and restarts on me. I've tried restarting my settings, but nothing seems to work. Now, it keeps turning on to the apple screen, but advances no further. What do I do?

Try and hold the sleep/awake button and the home button at the same time until the screen goes off. Then press the sleep/awake button to power the phone back on.
