I downgraded an iPad because there were some jailbreak tweaks that weren't going to work on 8.4

So if you have some reason that you'd rather be on 8.3, the window is still open. For now.

How does one downgrade to 8.3 on an iPhone?

You will have to find the appropriate IPSW file for your iPhone model from this page, download it, and then manually install it. I believe manually installing it would just be a matter of double-clicking on the file in question which should launch the iPhone firmware installation tool.

Be very careful to download the correct IPSW for your particular iPhone model.

As of today they're still signing it.

Had to do a restore because I had a little cluster muck.
