Intelligent Hot Spot...How does this work

So I have been trying for the past hour to get my Intelligent Hotspot to work from my iPhone 5 to my iPad air. As I understand it, it should "just" work. However it doesn't. My iPad will find my iPhone perfectly, however thats where the problem starts. When I attempt to connect to the hotspot I get an error about how it was unable to start the remote hotspot. Is there a set of prerequisites that need to be performed first? Could it be possible that since Im already connected to wifi that it will not connect to the hotspot that I am attempting to create. I would just like to confirm that this works, now not when I'm in a jam and need it.

Check with your carrier if you have Personal Hotspot function enabled. Usually, at least in the UK they often block this function or you need to buy it as add-on
