I've now tried the download/install 3 times. The first time, it was 1.1g. It went through the download and installation process. On reboot, no update to 8 (but, I lost few mb to a gig). Next 2 attempt, the download was 920 mb. Again, download/installed; still running 7. WTH, Apple? Anyone experienced this? What's going on?

Have you done a backup of your device lately? If so, put your device in DFU mode (instructions can be found via the following link), connect it to your computer via USB, initiate the iTunes app, make sure your computer is connected to the internet, and when iTunes recognizes that your device is in recovery, select restore/restore and update. This will cause iTunes to wipe your device and install a fresh copy of iOS 8. When the process is complete and the welcome screen is displayed, select to restore the backup you made or go ahead and set it up as a new device. DO NOT DO THIS if you have not created a backup recently because you will lose EVERYTHING! If you're not concerned about losing photos and stuff or they're backed up safely on your computer or cloud drive of some sort, then go ahead.
