Now apps are stuck in either 'Installing' or 'Waiting'

How do I get these apps to finish installing? I tried doing a restore and the restore point is right after this started happening. Audible got stuck in a chain installing mode: it mode install, crash, install, repeat. I ended up deleting it, losing 10gig of books, and re-installing it.

Having issue with Dropbox. Can't even delete it.

both of my iPads are experiencing the same thing since last night. How do i force it download the apps?

Sounds like iCloud restore is having issues, it took me ages to restore from iCloud last night, ended up having to reboot and everything that seemed stuck installed as normal.
