It said download paused, however I never click to download it

I just looked in the settings of my iPhone 5 and saw the notification to download iOS 8. However I also noticed it said download paused, please connect to a Wi-Fi network and click resume. Now here's the thing I never clicked to download it or agreed that I clicked it. I did have my Wi-Fi on for a few minutes to look at my apps, however I know for a fact that I never started to download it. So does anyone know why that happened?

Also can I assume when there is another update after 8.0 it won't say paused anymore? I turned off my phone for a while and when I turned it back on and clicked the update, it still said paused.
