IOS 7 Blocking Feature

Iam a new Iphone 5 owner which has the IOS 7 on it and it allows me to block calls text and face time. I was wondering can one edit the blocked calls list from their desktop via Icloud without their ipohne 5
Also any numbers that have been blocked if they use *67 to block their number does it go through or do they still get blocked as well?

Trying to block the ex gf and spam from reaching me

Still "no" and "no".No. If the caller uses *67 to block their number, the phone has no way of knowing who is calling... so it cannot block a call from an unknown caller...

blocks can be edited only on iOS devices as far as I know... and blocked ID calls will ring through... don't answer 'em.
