Contacts gone! Need immediate help

So my girlfriends contacts (stored on iCloud) got deleted from her iPhone. I checked iCloud.com, they're there. I added the account to my phone, they show up. Why are they not showing up on her phone? I've told her to delete the account and re login and checked if that helped. It didn't. Any suggestions?

Have her do a hard reset on her phone hold home and power
