Callular Data Usage

I'm not sure if I'm the only one who is experiencing this but whenever I turn an app off under cellular it always switches itself back on. I really don't feel the need to have data on for notes, settings, contacts, music etc. I've already used 300mb out of my 1gb plan because of these apps and it hasn't even been a week since my plan reset on the 13. Anyway to fix this?
