Not until the public final release of iOS7 is imminent.

Good developers already have... but they can’t release them to the App Store (more correctly, Apple won’t approve them and allow the updated apps into the App Store) until just before iOS 7 goes GA, which will be sometime this fall.

i was under the impression they can, but cant state they are iOS 7 compatible in the changelogs until then.
