Anyone having issues with ringtones not showing up n ios 7 ?

No issues here. All the ones that I have purchased off iTunes are showing and still useable.

Same here. I haven’t purchased any, but all that I have made (88 currently on my phone) are available and play as and when they should. No issues for me.

Mine didn't show up the first time eh hen I restored from an older back up. Set up as a new phone and it worked fine.
