I'm trying to download apps and it won't let me because it says to download 7.1 new software

On what device? The current iOS is 8.3 prior versions of iOS can't be installed.

Umm you know that iOS 8.3 is the latest version right? Also to update you could do two things you could update from settings or you could plug your phone into computer and use iTunes and click update
