Dev iOS 6.1 Cannot Place outgoing calls

Installed 6.1 last night. This morning I was receiving calls fine and placed a call or two and now all of a sudden I can no longer place outgoing calls. Phone says "calling..." for up to a minute or so then does the dropped call sounds and goes to home screen. Incoming calls seem to be fine. 5 bars service under network extender coverage in condo.

and of course going on hours of this issue...decide to make this post....phone starts working fine again. my life.
