I can definitely see it being wifi only. Downloading the beta took my computer 2 hours, so I would not even attempt it over 3G even if it were an option.

Installing via computer will most likely require you to download the full .ipsw file which tends to be huge. However, doing OTA has always been a delta file containing just the code to update the existing iOS version to 6.x... so that said, depending on Apple's motivation and the potential size of even the delta file, it may require a full .ipsw file via your computer.

I imagine they will allow for the 700 mb file over wifi, so OTA and obviously from iTunes. It would be foolish for Apple not to allow it OTA considering they made a big deal last WWDC about the Post-PC Era

It should be OTA. Apple made it very clear last time they do not wish to tie the phones or tablets to a computer and they are independent devices. To not do over the air would be a total contraction to their prior statement.
