Files app iPad - can’t download files

Dear all

Just wondering if am the only one, as I haven’t read about the problem...

I am using iPadOS 13 public beta 7. When on cellular I can’t download files from iCloud in the files App. When on WiFi it is working? Interestingly on the iPhone it is working.
