    I'm just unsure if they use data or not. I recall Steve Jobs wanted to use this instead of apps, but I'm unsure if they can actually give notifications or not. Does anyone know definitively?

    They're called bookmarklets. They're no different from a bookmark in your browser, except they show on screen. Some sites do them differently than others. Some appear more like apps when opened. But still basically a bookmark.

    Turn cellular off when not on WiFi. Push notifications and location services will also use data overseas.
