I was hoping to get a screenshot of this soon to see if you guys could tell me if this Was a bug or not being that this screen only goes up halfway (disregard the magnifier circle in the middle of the screen as I’m still getting used to iOS 11) & see network activity buffering symbol in the top of the screen (in the bottom image).

For the half screen, double tap (not press) your Home button (this is called Reachability, which can be disabled within Accessibility settings).
As for the buffering symbol, I see no issue with it.

What is reachability used for

Just what you discovered: in one hand mode, particularly on a Plus sized phone (though it also works on the 4.7" phones), you can double-tap the home button (not double-click; double tap without "clicking") and it will bring the top elements of the display down about the equivalent of two rows of icons on the home screen. It works in apps as well as the home screen. It allows you to more easily reach the top elements of a page particularly when you are trying to use the phone one-handed.

I have forced close my apps to see if that helps with network activity it just started a few minutes ago nothing is running in the background
