Can you download iOS 11 upgrade file?

I have 5 iOS devises in my house (and I support several missionaries who also have iOS devises locally). Currently the update is taking a minimum of 4 hours for me to download where I live. Is there any way I can permanently download the upgrade file to install locally rather than having to download it individually each time?
I am not currently a registered developer, nor do I have the funds to signup at this time.
(If this has already been answered, just point me in the right direction).

There is usually an ipsw file of the OS. I would recommend downloading from your device and just give it some time. It’s better to be safe.
