How to run RetroArch on iOS 10?

Hello. Sorry if I'm posting this on the wrong forum category, but this seemed most logical, since my iPhone is running iOS 10. Anyways, I have recently tried to install RetroArch on my iPhone 5C. I don't want to jailbreak my iPhone, though. Despite the benefits, there's still the major risk of a jailbroken phone being bricked. I looked around for a guide to install RetroArch without a jailbreak, and I found this. However, when running Cydia Impactor on my Windows PC, this error occured:

provision.cpp:81
ios/addAppid = 9313
The "Network Extensions" feature is only available to users enrolled in Apple Developer Program.
Please visit https://developer.apple.com/programs/ to enroll.
This happened even after I enrolled myself with my Apple ID. Is there any specific reason why this is happening? If so, is there any way to bypass or fix this error? Thank you for your help in advance.

Hi. I followed the guide and got RetroArch running on my iPhone 5c and another iPhone. It works wonders. I'll let you know if I need anything else, but for now, thanks for your help!
